These inspections are requirements enforced by the Baltimore City Department of Housing & Community Development.

✔ Smoke detectors installed on every level
✔ Smoke detectors inside or near sleeping areas

STEP 3: Address Electrical Safety Issues

STEP 4: Fix Plumbing & Water Issues

✔ Water heater operational (minimum 110°F)

✔ No mold-like conditions from water damage

STEP 5: Check Doors, Windows & Egress

Safety and security are key inspection areas.

✔ All entry doors close and latch securely
✔ Deadbolts installed on exterior doors
✔ Windows designed to open must open
✔ Window locks present
✔ No broken window panes
✔ No painted-shut emergency egress windows

STEP 6: Secure Railings & Exterior Conditions

Another frequent failure point.

✔ Handrails on stairs with more than three risers
✔ Guardrails on elevated surfaces
✔ No loose or rotted stair treads
✔ Exterior walls free of major openings
✔ Gutters attached and directing water away

STEP 7: Ensure Heating System Is Functional

✔ Permanent heating system installed
✔ System operational
✔ No exposed flue pipe disconnections
✔ No obvious safety hazards

Space heaters do NOT qualify as primary heat.

STEP 8: Prepare for Lead Certificate Inspection (Visual & Dust Wipe)

If your property was built before 1978, Maryland law requires Full Risk Reduction compliance at tenant turnover.

Before your lead inspection:

✔ Repair all deteriorated paint (interior & exterior)
✔ Stabilize peeling or chipping paint properly
✔ No bare wood on window sashes
✔ No friction surfaces rubbing raw
✔ Clean thoroughly using wet cleaning methods
✔ Remove renovation dust
✔ Replace broken window glazing
✔ Ensure floors are smooth and cleanable

Full risk reduction lead inspections include dust wipe testing. If dust levels are too high, the property will fail.

STEP 9: Deep Clean Before Lead Dust Testing

This step is critical.

✔ Wet wipe window sills and troughs
✔ Wet mop all floors
✔ Vacuum with HEPA filter (if available)
✔ Clean baseboards and horizontal surfaces
✔ Remove all construction debris

Dust is the #1 reason properties fail lead clearance.

STEP 10: Clear Access for Inspector

On inspection day:

✔ Clear access to electrical panel
✔ Clear access to water heater & furnace
✔ Clear access to all rooms
✔ Ensure attic/basement accessible
✔ Unlock all doors
✔ Remove stored items blocking outlets or windows

If the inspector cannot access an area, it may result in failure or delay.
